He is adequately fulfilling the position of a higher grade NCO and I feel that all consideration should be given to this man in regard to promotion.

1. Please express my appreciation to Julio Lugo-Burgos, SP4 ? and SP4 John E Taylor, members of your command for their superior performance of duty in providing pictorial coverage for the XIXth Congress of the Interallied Confederation of reserve officers (CIOR) held in Munich, Germany on 22-25 August 1966.
2. Included as part of the overall activities were a three-day military sports competition, a brigade size demonstration by the German Bundeswehr, a NATO band concert, the presentation of sport competition prizes and a major address by General Lyman Lemnitzer, S ACEMP. The diversity of the events and the fact that they were spread over a wide geographical area created many problems for the photographers. Each problem was solved, however, with true professional competence and the results of both the motion picture and the still camera coverage were truly outstanding.
3. The events of the 1966 Congress will be given wide publicity in the United States. The knowledge that American military and civilian audiences are seeing the picture of the colorful events that took place in Munich should be a source of great personal satisfaction to the individuals whose efforts made this viewing possible.

1. I want to take this opportunity to commend you for your untiring efforts in processing and developing a motion picture study of Controlled Humidity Storage which is being presented to the Department of the Army.
2. Although the photography mission was short-fused and had to be completed in a short period of time, you exhibited a can-do and willing attitude to complete this project. Your professional competence and extra duty efforts were exhibited by the completed film product.
3. As a result of your mature attitude and willing cooperation you served as an outstanding example for your subordinates and peers alike. Through your devotion to duty, strong leadership capabilities and insistence that the job be done right the first time, you developed and processed this film that contributed greatly to the overall accomplishment of the US AREUR Augmentation Readiness Group’s mission and bring credit to yourself and the 69th Signal Corps as a whole and the United States Army.
